- You want the best value per dollar of offer. BetRivers. The $250 looks small until you notice you wager it once rather than fifteen times.
- You play tables rather than slots. Borgata, or Caesars for its own Caesars branded live tables.
- You bet on sport in the same session. bet365, for the single balance, or DraftKings for one app across both. Go in knowing the bet365 match needs 15 times wagering.

How Pennsylvania got here
Pennsylvania was not an early mover, and the shape of the market today comes directly from how it arrived.
Act 42 was signed on 30 October 2017, legalizing online casino play, online poker and sports betting in one piece of legislation. Every online casino certificate holder today is one of the state’s casinos, apart from Golden Nugget, which reports its online revenue in its own name.
The first online casinos went live the week of 15 July 2019, when three casinos launched. When the physical casinos were shut during the pandemic in 2020, online play carried on, and online casino revenue has kept setting records since.
Two changes since then matter to you as a player. Licence holders can run more than one brand, which is how twenty four brands come to sit on eleven certificates. And in April 2025 Pennsylvania became the sixth member of the Multi State Internet Gaming Agreement for poker, joining New Jersey, Nevada, Delaware, West Virginia and Michigan.
The list of licence holders can shrink as well as grow. Mount Airy Casino Resort had stopped offering online casino games by May 2026, which is why eleven certificate holders now report online casino revenue.
Is online gambling legal in Pennsylvania?
Yes. Pennsylvania legalized online casino play under Act 42 of 2017, and the first sites went live in July 2019. Online slots, table games and poker are all permitted, alongside sports betting.
You must be 21 or older and physically inside Pennsylvania when you play. Location is checked by software every time you open an app, so a Pennsylvania account does not travel with you across the state line. Crossing into New Jersey means using a New Jersey licensed casino instead.
The regulator is the Pennsylvania Gaming Control Board. It publishes the authorized operator list, tests the games and handles complaints that an operator will not settle.
How to sign up and start playing
The whole process takes about ten minutes if you have your documents to hand. Every licensed Pennsylvania casino follows roughly the same route, because the regulator sets most of it.
- Pick your casino and follow a Pennsylvania link. Brands run different offers in different states, and landing on the national page can sign you up to the wrong version. Check the page mentions Pennsylvania before you start.
- Give your real details. Legal name, home address, date of birth and the last four digits of your Social Security number. The last one is not optional and it is not a scam: the operator has to prove to the Gaming Control Board that you are old enough and that you are who you say.

- Turn on location services. On a phone the app needs permission to see where you are. On a laptop you will be asked to install a small geolocation program. Neither is optional anywhere in Pennsylvania.
- Opt in to the welcome offer before you deposit. This is the step people miss. Several of the offers above need a code entered or a box ticked first: Caesars asks for its code when you open the account, BetRivers when you make your first deposit, and bet365 asks you to tick its Claim box on the deposit.
- Deposit, then set your limits. Take two minutes to set a deposit limit while you are still thinking clearly about it. It is far easier now than after a bad night.
Why your app says you are not in Pennsylvania
When the app refuses to place you in Pennsylvania, the cause is almost always your location, your phone settings or your network rather than the operator. Pennsylvania law requires the casino to confirm you are physically inside the state every time you play, and the software errs on the side of refusing.
Four things cause it most often.
- You are near a border. Philadelphia sits against New Jersey and Delaware, and the far west of the state runs up to Ohio and West Virginia. Within a mile or two of a state line the check can place you on the wrong side. Moving a few blocks inland usually fixes it.
- A VPN is running. Any VPN, even one you forgot about on a work laptop, will fail the check instantly. Turn it off completely rather than switching its location.
- Location permission is off or set to approximate. Recent versions of iOS and Android let you share a rough position instead of an exact one. Casinos reject the rough version, so the setting has to be precise location for that app.
- You are on wifi that routes elsewhere. Some corporate and hotel networks send traffic out through another state. Switching to mobile data is the quickest test, and if that works, the network was the problem.
If none of those apply and the check still fails, close the app fully, turn the phone off and on, then try again. That clears a stale position more often than anything else. It is worth sorting out before you deposit rather than after.
Live dealer games in Pennsylvania
Evolution holds a Gaming Control Board licence and deals live tables from a studio in Philadelphia, which opened in 2020 and had 14 tables when the regulator reported on it in December 2024.
FanDuel’s Pennsylvania live lobby runs on Evolution, including FanDuel’s own branded blackjack, roulette and baccarat tables. If a table looks familiar when you move between apps, a shared studio may be the reason.
Caesars puts its own branding on its live tables and dealer uniforms, though it says not every state gets the same look, so check the live lobby in Pennsylvania if that matters to you.

Online poker in Pennsylvania
Poker is licensed separately from casino games here, and the list is much shorter. The Gaming Control Board lists seven online poker operators: BetMGM, BetRivers, Borgata, DraftKings, FanDuel, PlaySugarHouse and the World Series of Poker.
Until April 2025 you were only ever playing against other Pennsylvanians, which made for thin tables at quiet hours. Shared tables arrived on 28 April 2025, when BetMGM and Borgata opened their Pennsylvania players to the multi state games. The Gaming Control Board puts the number of Pennsylvanians who play online poker at about 150,000, and said joining would expand the player pool by more than half. Which states you share tables with depends on the room.

- BetMGM Poker: one of the first two Pennsylvania rooms in the shared games.

If you play at off hours, the size of the shared pool matters more than the software, so check which states a room shares tables with before you deposit.
Banking at Pennsylvania casinos

Tax on Pennsylvania gambling winnings
Pennsylvania charges a flat 3.07% state income tax, and gambling winnings count as income. That applies whether you won in an app or in a building, and federal tax is charged as well.
The operators are taxed far more heavily than you are. Online slot revenue is taxed at 54%, while online table games and poker are taxed at 16%. In May 2026 alone, Pennsylvania online slots produced just over $202 million in revenue, up around 14% on the same month a year earlier.

Every operator here has to know who you are before it pays you. That is a regulator requirement rather than a delaying tactic, but the timing is yours to control.
Get your identity documents uploaded on the day you open the account, not on the day you try to withdraw. A driving licence or passport plus something showing your address covers it almost everywhere. Caesars, for one, says it may ask for more documents before it approves a withdrawal.
Two practical notes. Use a different password here from the one on your email, because a casino account with a card attached is worth stealing. And turn on whatever second step the operator offers.

That 54% line is the one that stands out.
