Mobile Casinos by State — Where You Can Play in the USA for Real Money in 2026
Real-money mobile casino gaming in the United States is regulated at state level. There is no federal framework that covers the whole country. Each state decides independently whether to legalise it, which operators to license, and how to regulate
play. That means the best mobile casinos available to you depend entirely on where you are physically located when you open the site or app.
This page covers every state that currently has legal, licensed real-money mobile (Online) casino gaming. I update it as new states go live. For an overview of the top-rated platforms available across all legal states, see the StellarMobileCasinos.com homepage for full info!
You do not need to be a resident of a state to play there. You just need to be physically inside its borders. Every licensed operator verifies your location in real time using geolocation technology. If you are not inside a legal state, the site will not allow real-money play regardless of where you live.
New Jersey
Legal since: November 2013
Licensed operators: 27
Regulator: New Jersey Division of Gaming Enforcement (NJDGE)
New Jersey is the most developed online casino market in the United States by almost every measure, including number of operators, total revenue, and length of operating history. It launched in November 2013 as one of the first states to legalise real-money online casino gaming, and the market has matured significantly since then.
With 27 licensed operators, NJ players have more choice than anywhere else in the country. Every major brand is present, including BetMGM, DraftKings, FanDuel, Caesars, BetRivers, Borgata, Hard Rock, bet365, Golden Nugget, PokerStars, Tropicana, Resorts, Ocean, Mohegan Sun, Fanatics, Party Casino, betPARX, PlayStar and Bally Bet. Competition between operators has driven strong welcome offers and generally fast withdrawal processing.

Pennsylvania
Legal since: July 2019
Licensed operators: 19
Regulator: Pennsylvania Gaming Control Board (PGCB)
Pennsylvania is the second-largest regulated online casino market in the US. It launched in July 2019 and has grown quickly, with 19 licensed operators covering all the major brands, including BetMGM, DraftKings, FanDuel, Caesars, BetRivers, Borgata, Fanatics, Betway, Unibet and Hollywood Casino.
Pennsylvania applies a 16% tax rate on online slot revenue and 14% on table games, higher than most states, though this has not significantly affected the quality or range of what operators offer players. Withdrawals and bonus structures are broadly comparable to New Jersey.

West Virginia
Legal since: July 2020
Licensed operators: 6
Regulator: West Virginia Lottery Commission
West Virginia was one of the earlier states to legalise online casino gaming, launching in July 2020. The market is significantly smaller than NJ, PA or MI. Six licensed operators cover the state: BetMGM, DraftKings, FanDuel, Caesars, BetRivers and Hard Rock.
Player pools are smaller and promotional activity is generally less aggressive than in the larger markets, but the legal framework is solid and all major operators are present.

Connecticut
Legal since: October 2021
Licensed operators: 2
Regulator: Connecticut Department of Consumer Protection
Connecticut has a legal online casino market but one that is deliberately restricted. Only two operators are licensed: DraftKings and FanDuel, both operating under agreements with the state’s tribal gaming entities, the Mashantucket Pequot Tribal Nation and the Mohegan Tribe.
The restricted operator count means less choice and less competitive promotional activity than the larger markets. Players in Connecticut do not have access to the wider range of operators available in NJ, PA or MI.

Delaware
Legal since: 2013
Licensed operators: 3
Regulator: Delaware Lottery
Delaware was one of the first three states to legalise online casino gaming in 2013, alongside New Jersey and Nevada. The market is small. Three operators run under the Delaware Lottery umbrella: Delaware Park, Dover Downs and Harrington Raceway, all using the same underlying software platform.
Game selection and promotional activity are more limited than in the major markets. Delaware shares player pools with New Jersey for online poker under an interstate compact.

What States Are Coming Next?
Several states are actively considering or progressing online casino legislation as of mid-2026.
New York is the largest potential market in the US by population. Bills have been proposed in the state legislature but no law has passed. The timeline remains uncertain given the complexity of expanding gambling in a state that already has one of the largest legal sports betting markets in the country.
Illinois has active legislative discussions but no firm timeline.
Maryland is under consideration. Sports betting is already legal there. Online casino expansion is a separate legislative step.
Massachusetts is at an early stage of discussion.
I will add state guides here as operators go live in any new market.
States Where Mobile Casino Gaming Is Not Legal
In all other US states, real-money online casino gaming is not currently legal. This includes California, Texas, Florida, Georgia and Ohio. Playing at an unlicensed offshore site does not make it legal. It simply means there are no consumer protections and no regulatory recourse if an operator fails to pay.
Sweepstakes casino sites operate under a different legal model and are available in most US states. They use virtual currency rather than direct cash wagering.
Mobile Casino Games Available in Legal States
Every game category is available to players in legal states via mobile. The most popular options across all licensed platforms include online slots, blackjack, roulette, video poker and progressive jackpot games. All are fully optimised for mobile browser play across iOS and Android.
All operators listed on this site are licensed by a US state gaming regulator and support responsible gambling tools including deposit limits, session time alerts and self-exclusion.
